Crewing costs are the important cost center contributing up to 40% into the vessels OPEX. The first question to ask is if a company shall outsource crew management or keep it in-house. Both options require a thorough crew budget analysis and careful thinking.
If the decision to use third-party ship manager has been already done, and the crewing was a part of the deal, it does not mean that the company shall leave the process uncontrolled. It is good to make benchmarking exercise and cost analysis to support the decision, on the annual basis.
For example, you would want to make sure that time, resources and costs spent for in-house crew management, will be more significant and will justify the outsourcing of the process, without compromising quality and safety of the crew. And as the fleet situation changes, the decision might be changed as well.
